As per the reports of business daily Mint, published on January 8, it seems that MHRD has decided that the UGC guidelines unveiled last month for regulating technical institutes will not apply to PGDM B-Schools that have been concerned about losing their autonomy.
According to a MINT report, published today, UGC chairman Dr Ved Prakash told the newspaper, “We have withdrawn our guidelines to regulate PGDM schools,” He further added, “Though we have made some progress, we have now decided to keep all diploma programmes out of our regulatory purview. Business schools providing PGDM will no more come under our supervision.”
Reacting to the news report, Dr Harivansh Chaturvedi, Alternate President of EPSI, the body that has been leading the charge against this move, said, “We have not received any formal communication from either the MHRD or the UGC about their withdrawal. If MHRD and UGC have changed their minds, they need to at least update their website with this notification.”
Dr Chaturvedi added that unless MHRD and UGC communicate their stance in a day or two, B-Schools are going ahead with their plan to meet the Union HRD Minister again and pursue legal options.
While the news, if authenticated, will bring some relief to PGDM B-schools, the question still remains – who will regulate PGDM B-schools, if not UGC or AICTE? The MHRD-UGC-AICTE meet, to be held in the Capital on January 10, is likely to throw some answers.

MBAUniverse.com readers will remember seven months after the Supreme Court Verdict of April 25, that questioned the authority of the All India Council for Technical Education (AICTE), the University Grants Commission (UGC) on December 5, 2013 had stirred the hornets’ nest by announcing new “draft guidelines” to regulate thousands of technical colleges including engineering and management schools in the country. As per the guidelines Independent B-Schools, which follow their own curriculum and set their own course fees, were also required to obey the guidelines and seek affiliation to universities that function under the UGC and adopt their syllabus.

Education Promotion Society of India (EPSI), with support from MBAUniverse.com, organized a National Meet in New Delhi on December 28,which was attended by nearly 100 Chairmen, Directors & Deans from leading B-schools like XLRI, MDI, SP Jain, IMI, IMT, BIMTECH, TAPMI, FORE, GIM and Jaipuria.
In the EPSI meeting, the Deans, directors and chairmen resolved that PGDM institutions will not succumb to the pressure of the UGC and will steadfastly protect the autonomy that they have been enjoying for more than 50 years. Apart from EPSI, AIMS and IAABS, the two other national bodies representing management institutions, are also supporting this resolution. Based on the discussions, EPSI had written a letter to Union HRD Minister Pallam Raju on December 31 asking his ministry’s intervention on this matter.
As the MBA Admission 2014 process is in full swing, the current regulatory limbo will impact the PGDM B-schools negatively. Early resolution of the current crisis is necessary for the smooth conduct of MBA Admissions 2014. PGDM B-schools are expected to continue to push for full transparency and redemption from MHRD, and its regulatory arms like UGC and AICTE, on this matter.
