Corporate Governance, Corporate Social Responsibility, salary structure, revival of sick enterprises, accountability and autonomy of the PEs have been some of the areas of focus

Department of Public Enterprises in collaboration with Performance Management Division, Cabinet Secretariat, and Institute of Public Enterprise as the Knowledge Partner Organized International Workshop on ‘Performance Evaluation and Management of State Owned Enterprises’ on January 14-15, 2015 at New Delhi. Top administrators, academicians and delegates from 15 countries participated in the workshop.

The inaugural session had the most graceful gathering with Chief Economic Advisor Govt of India Dr. Arvind Subramanian; Hon’ble Minister of State for Heavy Industries and Public Enterprises Mr G M Siddeswara; Hon’ble Minister for Heavy Industries and Public Enterprises Mr. Anant Geete; Mr K D Tripathi, IAS, Secretary, Department of Public Enterprises, Dr Satish Agnihotri, IAS, Secretary, Performance Management Division, Cabinet Secretariat, Mrs Deepti Gaur Mukherjee, IAS, Joint Secretary, DPE, Prof R K Mishra, Director, IPE and other senior officials from DPE, PMD, IPE six faculty members. CMDs of Public Sector Enterprises, Academia and representatives from the press were also present.
 
The speakers and delegates from more than 15 countries including USA, South Korea, Bhutan, Bangladesh, Nairobi, Lesotho, Tanzania, China, India, Thailand, Maldives, Philippines and others were present.

Mr K D Tripathi, in his welcome address highlighted the role of the Public Enterprise in India and of the DPE in the formulation of guidelines for the MoUs for the CPSEs. Empowerment of Boards, Corporate Governance, Corporate Social Responsibility, salary structure, revival of sick enterprises, accountability and autonomy of the PEs have been some of the areas of focus of the guidelines issued, which have been evolving from time to time.

Dr Satish Agnihotri in his address, steered the discussions in terms of ‘how to bell the cat’ in terms of performance management and evaluation with PMD having a big canvass view.

In his speech Dr Arvind Subramanian focused on the economy in general and the Public Enterprises in India, in particular and highlighted the remarkable turnaround of the Indian economy post the recession period and how India is poised for a very positive growth and its role in global economy.

Session 1 on the theme “Existing Models of SOEs” was chaired by Mr Anil Razdan, IAS (Retd), former Secretary, Ministry of Power, Govt of India and included Mr Alexandre Arrobbio, Practice Manager, Governance, South Asia Region, World Bank; Dr Ravi Ramamurti, Professor, Northeastern University, Boston, USA; Mr Bruno Cirilo, Manager, COPAR, Brazil as speakers.

The session chair highlighted the different SOE models and raised issues pertaining to national objectives and profitability of the SOEs. The chair spoke about the distinction between the board driven SOEs and the separation of powers between the Chair and Managing Director. The chair also raised the question on regulation of SOEs, review of SOE performance evaluation, relative weightage to physical and financial parameters, adequate risk management systems, right of the minority shareholders.

Session 2 continued on the same theme with Mr R C Panda, IAS, former Secretary, Ministry of HI&PE, Govt of India in Chair and having Dr KRS Murthy, former, Director, IIM Bangalore;  Prof Jumki Kim, Graduate School of Public Administration, Seoul National University; Prof Rehman Sobhan, Director, Centre for Policy Dialogue, Bangladesh; Mr Rajan S Katoch, IAS, Secretary Department of Heavy Industries, GoI as speakers.

Session 3 on the theme Structure of Performance Contracts in SOEs had Dr Ajay Dua, IAS (Retd), former Secretary, Ministry of Industry & Commerce, Govt of India in Chair with Prof Gelase Muthahaba, Professor, Public Administration Department, Tanzania; Mr Richard Ndubai, former Head Public Sector Reform Unit, Office of the President, Kenya; Dr V Gopal, Dean, Indian Institute of Management, Trichy; Dr Damber S Kharka, Director, Druk Holdings, Bhutan as speakers.

The session discussed the fact that SOEs are diverse with various evolutions over the course of time. Performance Contracts have also accordingly shown diversity over time, nevertheless, these contracts had come much later than the evolution of the enterprises.

Session 4 started on ‘Measurement of Performance of the SOEs vis-à-vis targets given in Performance Targets’ with Prof Junki Kim, Seoul National University in chair and Mr Liu Yuan, Deputy Director General, Bureau of Performance Assessment, SASAC, China; Prof Ganesh Prasad Pokhariyal, School of Mathematics, University of Nairobi; Prof Wonhee Lee, Director, Korean Institute of Public Finance as speakers.

Mr Richard Ndubai, Former Head, former Head Public Sector Reform Unit, Office of the President, Kenya chaired the session 5 focusing on ‘Methods of Progressive yet Realistic Target Setting’ with Prof A K Rath, IAS (Retd.), Chairman, Centre for Corporate Governance, IMI; Prof R K Mishra, Director, Institute of Public Enterprise; Dr Sheoli Pargal, Lead Economist, World Bank Group as speakers.

Session 6 was on ‘Linkages of Performance Outcomes with Incentives’ and was chaired by Mr Alexandre Arrobbino, Practice Manager, Governance, South Asia Region, World Bank with Prof M P Vittal, Indian Institute of Plantation Management, Bangalore; Mr Chongnin Du, Director, SASAC, China; CMDs from BHEL, HAL, NTPC, HPCL as speakers.

The Valedictory Session was presided over by Dr Satish Agnihotri, IAS, Secretary, Performance Management Division, Cabinet Secretariat, and attended by Mr K D Tripathi, IAS, Secretary, Department of Public Enterprises, Mrs Deepti Gaur Mukherjee, IAS, Joint Secretary, DPE, Mr Neeraj Kumar Gupta, IAS, Secretary, Board for Reconstruction of Public Enterprises, DPE, GoI and other officials. The Joint Secretary summed up the two day proceedings and Secretary DPE and PMD thanked all the participants and speakers from India and abroad for the useful deliberations and hoped that this conference would help countries to fine tune their systems of performance management and evaluation of SOEs.
