High Court of Maharashtra has asked the DTE to halt MBA/MMS 2015 admission process till the PILs filed by the MAH CET 2015 test takers come up for hearing on April 15
Neither DTE nor Ministry of Education has been able to explain how it will redress the injustice caused to the test takers due to anomaly in percentile calculation.

Directing to halt the MBA/MMS 2015 admission process, the High Court of Maharashtra has asked the Directorate of Technical Education (DTE) Maharashtra not to proceed with the MBA/MMS 2015 admission process till the Writ petitions filed by the test takers aggrieved due to adoption of faulty equi-percentile calculation process in MAH CET 2015 result come up for hearing on April 15, 2015.

DTE is supposed to present its view point on in the hearing before Hon’ble High Court of Maharashtra. It is expected that after April 15 hearing judiciary would not delay its decision as the future of 57224 MBA/MMS aspirants is at stake.

Candidates who have been garnering funds to fight the case against DTE Maharashtra are of the view that Judiciary is their last resort to seek justice when neither the DTE Maharashtra nor the Ministry of Education, Maharashtra has taken any rectifying action for adopting the misleading percentile calculation process that has placed candidates with low scores on higher percentile and those with high scores have been placed at lower percentile. Neither DTE nor Ministry of Education has been able to explain how it will redress the injustice caused to the test takers due to anomaly in percentile calculation.

Percentile not the raw scores to form admission criteria

Admission in MBA/MMS 2015 in Maharashtra B schools with be finalized through Centralized Admission Process (CAP) to be conducted by DTE Maharashtra. The merit list of the candidates depends upon their percentile scores instead of their raw scores.

If a MAH CET 2015 test taker has scored 160 marks with a percentile of 98 as against a candidate in other slot scoring 155 but with a percentile of 99, the candidate with a percentile of 99 will be preferred for admission. This is what has happened in MAH CET 2015 result as DTE has awarded higher percentile to slot-2 takers with low scores and low percentiles to slot-1 takers with high scores.

CAP 2015: Already postponed by DTE

In anticipation of delay in admission process due to problem in calculation of percentile affecting many adversely, DTE Maharashtra has already postponed the CAP 2015 from May to June 2015. This is with the fact that CAP 2014 was conducted in the month of May 2014 although DTE declared the result of MAH CET 2014 in April 2014 but despite declaring MAH CET 2015 result on March 25, 2015, DTE is not able to conduct CAP 2015 in the month of MAY 2015.

One of the DTE officials went on record while responding to the PIL filed by the test takers and made a statement in the court that ordering a stay may not be required as the centralized admission process (CAP) rounds are likely to start in June 2015. This statement reflects the intention of DTE what it plans to begin CAP round.

Approached Judiciary when DTE failed

MAH CET 2015 test takers are perturbed with the faulty process of percentile calculation and worried about their future prospects as hundreds of candidates exist between 99.9 and 99 percentile which may jeopardize their legitimate claim for top B schools.

The candidates approached DTE Maharashtra but no positive outcome could be arrived at as DTE has remained adamant not to conduct re-exam despite indirectly agreeing somewhat that something went wrong. This prompted Dr S K Mahajan, Director DTE Maharashtra to ask the dissatisfied candidates to suggest some solution to defuse the situation but has not accepted the suggestion to re-conduct the examination with same difficulty level. Kavita Laghate, Director JBIMS also says the decision making authority is DTE to redress the grievances of the affected test takers

Future of 57000 candidates at stake

MAH CET 2015 examination was conducted in multiple sessions on March 14 & 15, 2015. 57224 candidates, as per the revised result analysis of DTE Maharashtra appeared in the exam. The question papers were different for each session and therefore the marks scoring pattern depended upon the difficulty level and it varied from session to session. The exam had technical glitches apart from faulty presentation of test questions and answers as well. After lot of hue & cry was raised, DTE declared MAH CET 2015 result based on modified pattern of equi percentile calculation. Test takers fumed after declaration of result on March 25, 2015 as the high scorers got low percentile in MAH CET 2015 and low scorers were awarded high percentile. It has also raised many doubts on the process of equi-percentile calculation.

Equi-percentile process is adopted for the exam conducted in multiple sessions but with similar level of difficulty. It can be understood by the process of awarding percentile scores in Common Admission Test (CAT). But the process adopted in MAH CET 2015 result has made the things different and test takers are not satisfied with the process. It has compelled them to take the legal route to put forward their claims.

While DTE is up against the re-exam, dissatisfied candidate want either re-exam or some ‘satisfactory to all’ solution of the problem. If DTE Maharashtra comes up with some acceptable solution to the problem, it can retain the credibility of MAH CET.  The only hope is now the High Court of Maharashtra that can judiciously decide and direct DTE to be fair for all the students.
