The war rages on! In further response to the AICTE notification, a massive nationwide campaign against AICTE’s notification is being planned by B-schools of the country, which will involve industry leaders, alumni, parliamentarians, students, parents and luminaries of management education.

The AICTE notification, released on December 28, 2010, had listed a new set of rules for the B-schools of the country to follow. The circular instructs not only the doing away with important MBA entrance exams, such as the XAT, ATMA or MICAT, but ascertains that only CAT, MAT or any state government-conducted exams (such as the Maharashtra CET) can serve as entry points to B-schools.

Another point in the circular instructs B-schools to admit students only through a state government operated process. The statutory body has also made it clear that such colleges and institutes cannot set their own fee structures. They can only charge fees approved by a competent state government body.

According to Deans and Directors of leading B-schools the AICTE notification adversely impacts the admission process and academic curriculum of India’s 545 B-schools offering Post Graduate Diploma in Management (PGDM) programs. Some of these renowned B-schools are: S P Jain, Mumbai, IMI, Delhi, XLRI Jamshedpur, MDI Gurgaon, IMT Ghaziabad, BIMTECH Greater Noida, T  A  Pai, Manipal, XIMB and many other prestigious institutes.

Members of the industry, the academia, the media and the public life have strongly indicted AICTE’s notification. They have taken a firm stand that withdrawal of autonomy enjoyed by PGDM Institution will go against the India’s growth story for coming decade.

MBAUniverse.com, along with global market research agency Synovate, conducted a national survey to understand the sentiments of Management Educators towards the AICTE notification.

According to the MBAUniverse.com national survey, which was released recently at the AIMS-EPSI Convention in New Delhi, 91%, an overwhelming majority of MBA Educators in the country, believe that there will be a negative impact of the AICTE Notification. 90% of Directors, Deans and Professors also said that this notification was a direct threat to their autonomy, which in turn will adversely impact the quality.

The survey, conducted from January 26 to February 4, 2011, was done amongst 215 MBA educators from 50+ leading PGDM institutions in India. Some of the leading B-schools that participated in the survey were: XLRI Jamshedpur; MDI Gurgaon; SPJIMR Mumbai; IMT Ghaziabad; NMIMS University; XISS Ranchi; TA Pai Management Institute; BIMTECH, Greater Noida; XIM Bhubaneshwar; Goa Institute of Management, Goa; XIME; Welingkar Mumbai; Jaipuria Institute of Management. The survey asked respondents’ opinion on ‘Impact of notification on autonomy and functioning’.

--What will be the impact of the recent AICTE notification on Indian management education?
91%
say it will have a negative impact.

--How important is autonomy:

a) in administration of an institution
91% say extremely important.

b) in admissions to ensure that the right candidates enter the programmes
86% say extremely important.

c) in creating an updated curriculum that suits the needs of the industry
92% say extremely important.

d) in fixing a fee for running a viable high quality management program
78% say extremely important.

--Where should policy makers be most involved?
83% say that policy makers of the government should be most involved in setting broad policy framework. They are the opinion that AICTE should not get involved in deciding policies for Admissions management, fee fixation, and curriculum design.

--Who is best suited to decide:

a) On Curriculum design
81% say that institutions themselves should be involved. Only 3% think that AICTE can play some role.

b) Fee structure
79% say that institutions themselves should be involved.

c) Admission parameters
78% say that institutions themselves should be involved.

--Will the involvement of the state governments in admissions and fee fixation help improve quality and inclusion?
95% say NO.

From the survey findings one can surely measure the level of disenchantment with AICTE. The survey findings reveal strongly and with force that B-schools are in no mood to allow AICTE decide on their destiny. Autonomy is the key word for B-schools, and in this backdrop the Directors and Deans are demanding that AICTE should review its notification issued on December 28, 2010.
