EPSI meets Pallam Raju; MHRD extends UGC deadline on Tech Education

EPSI manages to persuade Ministry of Human Resource Development to extend the deadline for collecting the feedback on the "draft UGC guidelines" for regulating the Technical Education.
EPSI is also believed to have informed the Minster that proper consultation and dialogue is essential before such an important policy change is made.

Education Promotion Society of India (EPSI) has managed to persuade Ministry of Human Resource Development (MHRD) to extend the deadline for collecting the feedback on the “draft UGC guidelines” for regulating the Technical Education. EPSI delegation met Union Minister of Human Resource Development M.M. Pallam Raju today, December 16, and shared its concerns about the rushed manner in which UGC was trying to push through this important regulation, giving stakeholders just 5 days to give their feedback. Minster Pallam Raju is believed to have accepted EPSI’s plea and has extended the deadline for consultation to December 31. 

A 12-member EPSI delegation, lead by Dr G Vishwananthan, Chancellor, VIT University & President of EPSI and Dr H Chaturvedi, Director, BIMTECH & Alternate President EPSI, met Dr Pallam Raju today and shared their concerns. EPSI is also believed to have informed the Minster that proper consultation and dialogue is essential before such an important policy change is made.

According to sources, HRD Minister was sympathetic to the concerns raised by EPSI, and advised it officials to extend the deadline for consultation to December 31. EPSI will be holding regional and national level meetings in the next three weeks to discuss and debate the issues, and then submit a report to the MHRD by early January 2014.

On December 3, University Grants Commission (UGC) had announced new “draft guidelines” to regulate thousands of technical colleges including engineering and management schools in the country. UGC had asked education institutions for any feedback to be given by December 9, just 6 days to file their objections. EPSI and other education bodies had objected to this hasty move by UGC. This move by UGC comes seven months after the Supreme Court Verdict that questioned the authority of the All India Council for Technical Education (AICTE) to regulate technical education. On April 25, 2013, the apex court had said that colleges affiliated to universities don’t fall under the purview of AICTE. Though the HRD ministry had initially suggested promulgating an ordinance to restore the powers of AICTE, the move was put on the back burner due to the prevailing policy uncertainty.

The new guidelines suggest that UGC is likely to regulate the 3500+ MBA programs offered by Public Universities and their affiliating colleges.

On December 9, both Education Promotion Society of India (EPSI) and the newly formed Indian Association of Autonomous Business Schools objected to the rushed manner in which UGC is trying to create a new regulatory framework. “Handing over to MBA, MCA and engineering education to UGC will prove disastrous because our public universities lack capabilities and experience to regulate technical education. EPSI will request Mr Pallam Raju, Union Minister of HRD, to intervene in this matter,” said Dr H Chaturvedi, Alternate President of EPSI, and Director of BIMTECH.

Importantly, the impact of the new UGC guidelines on PGDM institutes is not very clear till date due to some missing annexure in the UGC draft guidelines. Infact, the new UGC guidelines are completely silent on the autonomous B-schools that offer Post Graduate Diploma in Business Management (PGDM). Currently approximately 300 PGDM B-schools run an autonomous management program, which was approved by AICTE. These PGDM programs, offered by reputed B-schools like XLRI, SPJIMR, XIMB, MDI, IMI, IMT, TAPMI, FORE, BIMTECH have flourished in the last two decades. Along with IIMs, the PGDM institutes account for 80% of the Top tier B-schools that are ranked as Top 100 B-schools by reputed media rankings like Business Today, Outlook & MBAUniverse.com. 

EPSI is believed to have also discussed the impact of UGC Guideline on PGDM institutions in it’s meeting with HRD Minister today.
