After a long delay, Directorate of Technical Education (DTE) has started registration process for DTE CAP 2020 for MBA/MMS admission 2020 on December 8, 2020.


Many changes have been introduced in the registration and document verification process in MAH MBA/MMS CAP 2020. In its notification released on December 7, 2020, CET Cell Maharashtra has clarified that the Centralized Admission Process (CAP) 2020 for MBA/MMS admission 2020 starts online on December 8 and the last date to register online is December 13, 2020.


While the MBA admission process in SIMSREE, PUMBA and other more than 330 MBA colleges in Maharashtra has started now, the JBIMS is kept out of the list of DTE-CAP 2020 participating institutes for admission 2020 nor the JBIMS has announced its admission process 2020.


Will JBIMS Mumbai Not Participate in CAP 2020? JBIMS is Not Included among the MBA/MMS CAP 2020 Institutes
JBIMS Mumbai admission process 2020 is not announced by CET Cell. The name of JBIMS Mumbai is also not included among the Scrutiny Centers (SC) for MBA/MMS admission 2020-2021 in the list released by CET Cell. JBIMS has also not yet announced its admission policy till date for MBA/MMS Admission 2020 and the website has remained suspended for last many days with the message ‘Site can’t be reached’.

Key Changes Introduced in DTE CAP Process 2020
Considering the COVID-19 outbreak and present pandemic situation, CET Cell has taken following steps to avoid the crowding of parents and students for document verification.

  • No Additional CAP registration fee for the candidates who had applied and paid fee for MAH-CET 2020
  • CAP MBA/MMS 2020 Registration Fee reduced to Rs.1000/Rs.800 from earlier Rs.2000/Rs.1600 for the CAT 2019/CMAT 2020 applicants who had not registered for MAH-CET 2020
  • E-Scrutiny of the documents verification is introduced
  • JBIMS is not included in the list of CAP participating institutes
  • Form Filling Process is Online and application form confirmation is made online.
  • Candidates need not have to visit personally for verification and confirmation of the application form, the application & documents shall be verified and confirmed by the designated E-Scrutiny Center through online mode only 

MAH State Candidates who have appeared in MAH CET 2020 on March 14 & 15, 2020 and All India category candidates who have appeared in other national level MBA entrance tests like CAT 2019, CMAT 2020 and other exams can register for MBA/MMS Centralized Admission Process (CAP) 2020.

Documents & Important Instructions for DTE CAP 2020 for MBA/MMS Admission

  • Gather all your scanned documents including Marks sheets, certificates from class X to Graduation, MBA entrance exam score card, Identification document, photograph, signature, online fee payment instruments. Keep them ready
  • Register and submit documents online, pay fee
  • Check online the list of the institutes identified as E-scrutiny Centers which is available on the website.
  • Once the candidate confirms his/her Option form online through his/her Login for the respective admission rounds, Candidate will not be allowed to change/cancel the option/preference submitted under any circumstances.
  • A Candidate who has been allotted a seat shall download the “Provisional Seat Allotment Letter”
  • The candidate has to pay the Seat Acceptance Fee during first reporting only. This fee shall be transferred to the institution after deducting Rs. 1,000/- towards processing fee.
  • The Seat Acceptance fees is to be paid through ONLINE MODE only.
  • Allotted Seat will be cancelled if, at any time, any of the documents or certificates is found to be invalid or fraudulent and/or the Candidate does not meet the eligibility norms.
  • Candidates who want to reject the allocated seat can do so by not remitting the seat acceptance fee at the Reporting Centre in scheduled period

DTE CAP 2020: 10 Stages From Application to Selection 

  • Step-1: Candidate Registration: Started on December 8 and the last date is December 13, 2020
  • Step-2: Filling Online Application Form by Candidate for participation in the Centralised Admission Process (CAP) 2020
  • Step-3: Confirmation of Online Application Form and Document Verification and counselling on line by E-scrutiny center
  • Step-4: Display or publishing of Provisional merit lists, Submission of grievances, if any, and Display or publishing of Final Merit Lists
  • Step-5: Display of available Category wise Seats (Seat Matrix) for CAP Rounds I, II and III.
  • Step-6: Filling up and Confirmation of Online Option Form having preferences of Courses and Institutions before CAP Round I. Candidates may fill in choices of Institutes and Courses in decreasing order of their preference as specified by Competent Authority. The option form once confirmed shall be considered for allotment in CAP Round I, II, and III.
  • Step-7: Display of Provisional Allotment of CAP Round I, II, and III indicating allotted institute and Course. This allotment of seats will be based on your scores in MAH CET; CAT; GMAT, CMAT exams, Academics & other parameters leading to merit score in CAP round. 
  • Step-8: Reporting and accepting the offered seat as per the allotment of the CAP Round I, II, and III by the Candidate  
  • Step-9: DTE has set up 240 Scrutiny Centers in different MBA colleges of Maharashtra for DTE CAP 2020 for admission to MBA/MMS 2020
  • Step-10: Surrendering the seat to participate in next CAP round to get a better MBA college  

Eligibility for DTE-CAP 2020
Before registering and applying for DTE CAP 2020 for MBA/MMS admission please note the following eligibility conditions for DTE CAP 2020 and the available opportunity in the process:

  • All Maharashtra State (MS) category candidates who wish to participate in MBA/MMS CAP round must have appeared in MAH-MBA/MMS-CET 2020 and should have obtained non zero score in CET
  • All India and J&K Migrant category candidates are eligible for DTE CAP 2020 round provided they have obtained non zero positive score in one of the following  examinations namely, MAH-MBA CET 2020/CAT 2019/CMAT 2020

Types of MBA seats available for admission through DTE-CAP 2020

  • Maharashtra State Candidature Seats: The Candidates having Maharashtra State Candidature shall be eligible for these seats
  • All India Candidature Seats: The Candidates having All India Candidature shall be eligible for these seats.
  • Minority Quota Seats: The Candidates having Minority Candidature shall be eligible for these seats. These seats shall be filled in accordance with the various provisions of the Act.
  • Institutional Quota Seats: The Institution can admit Eligible Candidates against 20% of the Sanctioned Intake. The maximum 5% seats may be filled in from the NRI Candidates, if it is approved by the Appropriate Authority at the Institution level.

All India candidates: Admissions available against CAP Vacant Seats
Since not all the MBA admissions in Maharashtra B-schools may be finalised through CAP round, there would be many vacant seats in MBA colleges. DTE Maharashtra has also clarified that the seats remaining vacant after offering admissions to the candidates through CAP and cancellation after CAP Round-III will be filled in by the managements of the respective institutes. Admission authorities of the respective institutes will have to process these admissions strictly as per the CET guidelines.


The MBA seats are available almost in all the B-schools. DTE-CAP Last year Delayed Too: Row over JBIMS Autonomy-Key Reasons
MBA/MMS Admission Schedule was delayed last year too due to stalling of admission process at JBIMS and due to change of its autonomy status. See details below.

DTE Maharashtra, vide its notification ref. TED-1219/C.R. No.204/CET/MBA-Admission Notice-4/2019/2413 dated September 3, 2019 released the revised CAP 2019 dates and MBA admission 2019 schedule and states: ‘In pursuant to the judgement given by the Hon'ble Supreme Court of India in Civil Appeal No 6753 of 2019 (arising out of SLP (Civil) No 19807/2019), the allotment of CAP Round I published on 17th July 2019 stands cancelled. In view of this, all Maharashtra & All India Candidates who have been allotted seat in CAP Round I and such candidates who have reported to the allotted institute for admission stands cancelled. In pursuant to the WP (ST) No 20304 of 2019 of Hon'ble High Court of India, the revised schedule of admission activities was published vide TED-1219/C.R.No.204/CET/MBA-Admission Notice-3/2019/ 2163, dated 3rd August 2019 and by considering JBIMS as an Autonomous Institute, fresh online options for CAP Round I were taken from the candidates during 4th August 2019 to 5th August 2019 but further admission activities were kept as it is as per the instructions from the Hon'ble Supreme Court of India. Now on the basis of the Judgement given by the Hon'ble Supreme Court of India, this revised notification is being issued as an extension to the notification published on 3rd August 2019.’


JBIMS Admission Case that Stalled the Process last year
Pending decision on the Autonomy Status of JBIMS Mumbai and presentation of Fake score cards in CAP rounds, the MBA/MMS Admission process 2019 across Maharashtra had come to a stand-still. Following the decision by High Court of Maharashtra, the CET Cell of DTE Maharashtra on August 3 announced the Seat allotment status of JBIMS Mumbai for 120 CAP seats, but the stay by Supreme Court of India on Aug 14 directing to maintain status quo, the MBA/MMS admission process for 2019-21 batch had stopped again


More than 180 candidates presented fake score cards of ATMA and MAT exams in CAP rounds conducted by CET Cell, which marred the MBA/MMS admission process across Maharashtra. Although the issue of fake score cards was resolved and the candidates who presented the fake score cards were debarred from the MBA/MMS admission process through CAP round, the decision on JBIMS autonomous status had to come from the Supreme Court of India not earlier than August 28. 


The Petition & Bombay High Court Ruling
Nine students, who graduated from universities other than the University of Mumbai (MU), challenged the decision of retaining JBIMS’s status as a non-autonomous institute. The petition said that the non-autonomous status of JBIMS deprived them of admission to JBIMS since 70% seats in a non-autonomous institute are reserved for the home university (Mumbai University for JBIMS).


The Bombay high court (HC) ruled on July 25 that Jamnalal Bajaj Institute of Management Studies (JBIMS) Mumbai is an autonomous institute. The decision was delivered after finding merit in the plea. The division bench comprising Justice SC Dharmadhikari and Justice SK Shinde directed DTE Maharashtra to treat JBIMS as Autonomous Institute and not reserve 70% seats for home university. DTE was directed to complete the revised admission process in four weeks in the light of High Court decision. On August 3, CET Cell released the seat allotment for JBIMS in accordance with the judgement by the High Court.


Stay was Granted by the Supreme Court of India on High Court’s Order
The aggrieved students, who had already got admission in JBIMS and were going through the orientation programme, challenged the decision of Bombay High Court declaring JBIMS as an autonomous institute, in the Supreme Court of India and wanted to declare it as Non-Autonomous institute.  


The SC bench of Justice Indu Malhotra and Indira Banerjee had granted stay on the High Court Decision on August 14 directing DTE Maharashtra to maintain status quo for JBIMS and fixed the next date of hearing on August 28. Students aspiring to pursue MBA/MMS from JBIMS and other MBA colleges in Maharashtra now had to wait till September 2 as DTE Maharashtra could not proceed with the MBA/MMS admission process till the clear directive from the apex court was received.

Deadlock Continued till Aug 29, 2019
After granting stay on August 14, on the decision of Mumbai High Court, the Supreme Court of India  heard the case on August 28, 2019. Before that there could not be any progress in the MBA/MMS 2019 admission process in Maharashtra for the MBA colleges where admission is through Centralized Admission Process. After the verdict was announced by SCI on September 2, the CET Cell took two weeks to complete the process.   


JBIMS Autonomy: Pending Decisions & Stay Orders Created Uncertainty
One of the top management institutes in India located in the financial capital of India, JBIMS Mumbai is obviously the first choice of MBA aspirants. With the decisions and stay orders by the High Court of Maharashtra and Supreme Court of India, the future of MBA aspirants across Maharashtra had come at a stake as the MBA/MMS admission 2019 through CAP 2019 was to be completed in the month of July along with allotment of seats in respective MBA colleges but it continued dangling. The classes for the MBA/MMS batch were supposed to begin in the second week of August 2019 but neither the MBA/MMS admission 2019 process for the B-schools in Maharashtra including JBIMS MBA admission 2019 was finalized nor any merit list for the admission was announced.


MBA Admission Delay: 32000 Candidates in Dilemma
32,000 candidates appeared in MAH MBA CET 2019 exam on March 9 and 10, 2019 for MBA admission 2019 in JBIMS Mumbai, SIMSREE, K J Somaiya, Pumba and other 325 MBA colleges in Maharashtra. Following the Stay by Supreme Court of India, the CET cell had postponed its announcement of the MBA/MMS merit list till the next date of hearing August 28, in the apex court of India.


JBIMS MMS Admission: Autonomous Status Restored
JBIMS Mumbai was later granted Autonomous status for the academic session 2019-20 by Hon’ble Supreme Court of India on September 2, 2019. In its judgement disposing the petition against the order of Mumbai High Court which restored the Autonomous status of JBIMS Mumbai, students approached Supreme Court to grant Non-Autonomous status to JBIMS, the Supreme Court has found that the decision of the High Court should be upheld and let JBIMS remain an Autonomous college under Mumbai University.


The decision has great implications so far the admission process in JBIMS Mumbai and other MBA/MMS colleges in Maharashtra are concerned as the complete MBA admission process in Maharashtra was stalled. 


JBIMS Admission: Changes after SCI Decision
Key changes after the Apex Court’s decision in case of JBIMS admission process and for other MBA colleges offering MBA/MMS admission through the CAP 2019 were:

  • JBIMS offered 85% Seats to Maharashtra State Candidates and 15% to All India candidates after getting its Autonomous status restored. Earlier as Non-Autonomous Institute before the Court’s decision, it had 70% seats for Mumbai University/university departments (Home University) candidates and 15% for other Maharashtra state universities/university departments, and 15% for All India candidates
  • The admission process at JBIMS was conducted again in accordance with the Autonomous status of the institute
  • Out of total 120 seats, admission to 102 seats was available for Maharashtra State candidates from any university/department in the state and 18 seats for All India category candidates.
  • The complete MBA/MMS admission process in JBIMS had to be completed in two weeks from the date of SCI order dated September 2, 2019 and after that one week is given to the candidates to report and take admission in the college.
  • Entire admission process had to be done in order of merit

The state Common Entrance Test (CET) cell began the revised MBA/MMS admission process in Maharashtra after September 2, 2019 and had to complete it by September 17. CET Cell had allowed the candidates to edit their list of preferred colleges. The revised lists of college allotments was declared as per the SCI decision, given in the case.


Loss to Mumbai University Students
The Supreme Court of India, after hearing the plea on August 28, 2019 had restored the Autonomous status of JBIMS changing its earlier Non-Autonomous status which was applicable till the academic session 2018-19. The MBA admission process began for all the colleges in Maharashtra but the basic problem of the students remained that the status of Non-Autonomous institute for JBIMS is beneficial for Mumbai University students while the Autonomous status of JBIMS Mumbai benefits the students from other universities.    


MBA Admission through CAP Delayed
The MBA/MMS admission process which was also delayed due to the fact that 184 candidates who found place in the CAP 2019 All India merit list, presented fake or inflated ATMA and MAT score cards. Such candidates were eliminated from the admission process and the admissions of 25 of them was cancelled. However, the MBA admission process in Maharashtra was delayed due to these two major reasons and raised the level of anxiety in the minds of applicants who had not taken admission to any MBA college.


Applicants were worried about their future as the admission process was already delayed by two months and it was difficult to wait indefinitely. Not only the prospective students but the faculty and management of the institutes were also worried as they found it difficult to cover the syllabus within the stipulated time as the admission process was substantially delayed.


MAH CET DTE CAP Round Seats Matrix 2019 was earlier released by DTE Maharashtra. Before the final MBA/MMS 2019 seat allotment through DTE CAP round 2019,  the State CET Cell of Maharashtra  released the provisional seat matrix for CAP 2019 for admission to  MBA/MMS 2019-21 batch in various colleges affiliated to different Universities in Maharashtra. The candidates had to go through the process, submit & confirm online the Option Form of CAP Round through candidate’s Login by himself/herself through the admission portal. Only after the submission of this form the candidate could see whether he/she was allotted the seat in the display of Seat Allotment of CAP Round.
