IIM Guwahati to Become India’s 22nd IIM; Bill Introduced in Parliament, Government Allocates Rs 555 Crores Budget
On August 18, 2025, Union Education Minister Dharmendra Pradhan tabled the Indian Institutes of Management (Amendment) Bill, 2025 in the Lok Sabha to establish IIM Guwahati as an Institute of National Importance. The Bill provides a Rs 555 crore corpus over five years for establishment of IIM Guwahati. With this, IIM Guwahati will become India’s 22nd IIM and the second in the Northeast after IIM Shillong.
IIM Guwahati Objectives
The establishment of IIM Guwahati is expected to bring added dynamism to India’s fast-evolving management education sector. The Bill States that the Assam government had requested an IIM in the State, “keeping in view the geographical location of the state and its all-round development.” The Bill amends the IIM Act of 2017 to provide for all provisions of the Act to apply to IIM Guwahati.
“Assam is one of the very few States with more than three crore population which does not have an IIM… Establishing an IIM at Assam shall boost the overall education and development of the region,” the Bill’s statement of objects and reasons read.
It added that the Government of India, the Assam government and representatives of the United Liberation Front of Assam (ULFA) signed a Memorandum of Settlement for the all-round development of the State, and as per this settlement, a Special Development Package (SDP) comprising developmental projects was to be implemented by the Union government. Setting up an IIM at Guwahati as an institution of national importance is one of these projects, it stated.
IIM Guwahati Budget
The Bill provides for a corpus fund of Rs 555 crore from 2025-26 to 2029-30 for IIM Guwahati. After the initial five years, no additional fund support will be extended as IIM Guwahati is expected to generate revenue through internal accruals by then.
“After five years, no additional fund support will be extended to the institute, since by the end of this period IIM Guwahati shall be generating enough revenue through its own internal accruals,” the Bill stated.
The Journey of IIMs: From 1961 to 2025
The establishment of IIM Shillong will herald a new chapter in the journey of IIMs in India. IIMs in India have grown from two in 1961 to 21 IIMs in August 2023 when NITIE Mumbai was rechristened as IIM Mumbai. IIMs are considered top MBA colleges in India offering wide range of MBA programmes. After passing of IIM Act 2017, all the IIMs are empowered to award MBA degree instead of Post Graduate Diploma to its students. Here is the list of 21 IIMs in India, along with their Rankings.

With the Centre approving an IIM in Guwahati, Assam and Guwahati will have another flagship institution. IIM will add to the cluster of higher educational institutes comprising IIT, National Law University, AIIMS, and the proposed Forensic University in and around the city of Guwahati.
